Click here for a <a href=\"https:\/\/www.cbp.gov\/trade\/basic-import-export\/e-commerce\/examples-unacceptable-vs-acceptable-cargo-descriptions\" target=\"_blank\" rel=\"noopener\">list of acceptable and unacceptable descriptions.<\/a><\/li>\n\n\n\n<li><strong>Incomplete commercial invoice <\/strong>\u2013 Aside from the product description, the following are required within a commercial invoice:<ol><li>Country-of-origin for every commodity line on the invoice<\/li><\/ol><ol><li>Country-of-manufacture for the goods (e.g., required for cosmetics)<\/li><\/ol><ol><li>10-digit Harmonized Tariff Schedule of the United States (HTSUS)<\/li><\/ol><ol><li>Quantity and value of items in the shipment&nbsp;<\/li><\/ol>\n<ol class=\"wp-block-list wp-el\">\n<li>For shipments requiring formal entry, an Importer Tax ID with Employer Identification Number (EIN) or Social Security Number (SSN) is required.<\/li>\n<\/ol>\n<\/li>\n\n\n\n<li><strong>Missing shipper or receiver contact details<\/strong>\u2013 Shipper and receiver details including email addresses and telephone numbers are <strong>mandatory<\/strong> to facilitate customs communication.<\/li>\n\n\n\n<li><strong>&nbsp;Unpaid Duties and Taxes <\/strong>\u2013 If the required import fees have not been paid, the package may be held until payment is made. If your U.S. recipient has questions about required import fees, more information is available <a href=\"https:\/\/www.ups.com\/us\/en\/shipping\/international-shipping\/import-fees\" target=\"_blank\" rel=\"noopener\">here.<\/a><\/li>\n\n\n\n<li><strong>Restricted or Prohibited Items<\/strong> \u2013 Items like pharmaceuticals, cosmetics, and perishables require special documentation per U.S. Food and Drug Administration (FDA) regulations.<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-el\"><strong><u>Additional Guidance for Articles of Steel, Aluminum, and Copper:<\/u><\/strong><\/p>\n\n\n\n<p class=\"wp-el\">There are special requirements for steel, aluminum, and copper. Many products, including their packaging, contain these metals or derivatives of these metals and must comply to the following:<\/p>\n\n\n\n<ul class=\"wp-block-list wp-el\">\n<li>Steel articles and derivatives subject to Section 232 must include country of melt and pour, content value, and content weight.<\/li>\n\n\n\n<li>Aluminum articles and derivatives subject to Section 232 must include country of most recent cast, country of largest smelt, country of 2<sup>nd<\/sup> largest smelt, content value, and content weight.<\/li>\n\n\n\n<li>Copper articles and derivatives subject to Section 232 must include content value, and content weight.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-el\"><strong><u>Additional Guidance for U.S. FDA Regulated Shipments:<\/u><\/strong><\/p>\n\n\n\n<p class=\"wp-el\">In addition to the above, please be sure to follow the required process for shipments containing food items to the U.S. that are regulated by the Food and Drug Administration (FDA). <strong>All required documentation must be accurate and complete to avoid delays, penalties, refusal of entry, and potential risk of abandonment.<\/strong>The FDA reviews entries to determine compliance with U.S. regulations and may require a secondary inspection.<\/p>\n\n\n\n<p class=\"wp-el\">In general, shippers must:<\/p>\n\n\n\n<ol start=\"1\" class=\"wp-block-list wp-el\">\n<li>Determine if FDA Regulation Applies (e.g. food items)<\/li>\n\n\n\n<li>Prepare Required Documentation<\/li>\n\n\n\n<li>File Prior Notice (PN) with the FDA before the shipment arrives to the border<\/li>\n\n\n\n<li>Provide <strong>complete and accurate<\/strong> data on your entry submission<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-el\">For more detail, visit <a href=\"https:\/\/www.fda.gov\/industry\/import-program\/import-basics\" target=\"_blank\" rel=\"noopener\">The U.S. Food and Drug Administration web page.<\/a>&nbsp;<\/p>\n\n\n\n<p class=\"wp-el\">The following guidance applies specifically to shipments containing food, cosmetics, and medical devices.<\/p>\n\n\n\n<p class=\"wp-el\"><strong><u>Requirements for Food Shipments:<\/u><\/strong><\/p>\n\n\n\n<p class=\"wp-el\">HTS Chapters: 7- 23 and 25<\/p>\n\n\n\n<ul class=\"wp-block-list wp-el\">\n<li>All items must be labeled in English.<\/li>\n\n\n\n<li>A commercial invoice that includes complete description, country of manufacture, and value for each item must be written in English.<\/li>\n\n\n\n<li>Name and address of each manufacturer.<\/li>\n\n\n\n<li>Prior Notice must be provided for all food for humans and animals that is imported or offered for import into the United States.<ul><li>Customers are encouraged to file and provide the Prior Notice System Interface (PNSI) number as part of their shipments to avoid delays (click <a href=\"https:\/\/www.fda.gov\/industry\/prior-notice-imported-foods\/filing-prior-notice-imported-foods\" target=\"_blank\" rel=\"noopener\">here<\/a> for details and guide).<ul><li>It is recommended to attach the document containing the PNSI number.<\/li><\/ul><ul><li>Alternatively, the number may be entered in the invoice line reference field or the invoice comments sections.<\/li><\/ul><\/li><\/ul>\n<ul class=\"wp-block-list wp-el\">\n<li>UPS can also file a PNSI for you at a fee.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-el\"><strong><u>Requirements for Cosmetic Shipments:<\/u><\/strong><br>Specific requirements apply to shipments containing cosmetics (HTS Chapters: 33, 3401, 9616)<\/p>\n\n\n\n<ul class=\"wp-block-list wp-el\">\n<li>The product labeling must be labeled in English.<\/li>\n\n\n\n<li>The commercial invoice must include a complete description, country of manufacture, and value for each item \/ product. The commercial invoice must also include the Product Identification Number and be written in English.<\/li>\n\n\n\n<li>The name and address of each manufacturer must be included.<\/li>\n\n\n\n<li>Branded goods (patented name and \/ or product) must have an authorization letter from the corporate owner of the brand (if shipped by a third party).<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-el\"><strong><u>Requirements for Medical Devices:<\/u><\/strong><strong><u><\/u><\/strong><\/p>\n\n\n\n<p class=\"wp-el\">Specific requirements apply to shipments containing cosmetics (HTS Chapter 90)<\/p>\n\n\n\n<ul class=\"wp-block-list wp-el\">\n<li>All items should be labeled in English.<\/li>\n\n\n\n<li>Manufacturer FDA Registration Number.
